IPSE MEMO – European unemployment reinsurance

The Commission’s flagship project Von der Leyen, European reinsurance-unemployment as the issue of solidarity is once again under the spotlight in the context of the economic and social crisis following the coronavirus epidemic. As a European fund supplemented by all EU Member States, this reinsurance-unemployment would provide temporary assistance to a country facing major employment difficulties, either as a result of the creation or as a complement to national systems. A project entitled SURE is currently under discussion between Member States. It provides for EUR 100 billion in loans to help those countries most affected by the explosion in the unemployment rate. Can this project, however, be born in the face of the reluctance of some Member States? Can it be an opportunity to relaunch social Europe in concrete terms?
